Advocates call for better security in care homes after abuse charges laid in Brandon

Advocates for people with disabilities are calling for better security in care homes after Brandon police laid charges against an owner of a care home Wednesday.
A 54-year-old Brandon man who owns a residential care facility for people with disabilities was charged in connection with a number of sexual assaults – some dating back to 1985.
The man faces multiple charges, including six counts of sexual exploitation of a person with disabilities. Three victims have been identified.
"Their protection was shattered," said Phillip Emmerson, an advocate for persons with disabilities.
On Feb. 9, officers began investigating reports of abuse from a home where adults with disabilities were being cared for, Brandon police said.
"We are always concerned about sexual assaults of any type and especially when it involves vulnerable people," said Const. Ron Burgess of the Brandon police.
Officers believe the suspect had been sexually assaulting women who lived in the provincially-licensed home.
"Once the allegations of abuse were received, the other tenants were removed from the premises," Burgess said.
Police have not revealed the location of the Brandon home.
The charges have not yet been proven in court, but Emerson said the allegations alone highlight the need for better protection of persons with disabilities.
"Of course they're in a vulnerable situation, and they're almost fearful," said Emerson. "Which is very said because you shouldn't be fearful. You should be able to trust [the person caring for you]."
The province says the home's licence will be immediately suspended and a review of the situation has been called.
As for the investigation, Brandon police say its ongoing and further charges are possible.
The man is set to appear in court April 5.
