Ontario's Special Investigations Unit says there are no grounds to charge Toronto police after a man fell to his death from a balcony.

The SIU says police went to the 21st floor of an apartment building on Dec. 28 with arrest warrants for 31-year-old Pardeep Singh Mann.

Mann told police through a closed door that he had a gun before climbing to the balcony of a neighbouring apartment.

When police went to that balcony, Mann attempted to climb back to his balcony.

Police then saw him lying still on a ninth-floor balcony.

An autopsy determined he died from injuries suffered in the fall.

SIU director Ian Scott says Mann was trying to elude a lawful arrest and police were not responsible for his death.
