Why isn't the 'do-not-call' list stopping robo-calls?

Many say they're annoyed at increased levels of automated telemarketer calls despite 2008's national "do not call" list.
More phone users said they're getting the so-called "robo-calls", including people on their cell phones.
"Actually we have an unlisted number and we still seem to get them," said Willie Bloom. "The calls that are bothering me lately are the ones that are generated by computers."
"I'm not really sure how they got my number, to be honest, but I'm kind of interested to know why," said Kayla Buiting.
More than ten million numbers have been added to the "do not call" list, but experts said the number of exceptions makes it almost certain you'll receive more calls by joining that.
"Charities received an exemption, newspapers received an exemption based on freedom of the press and so political parties received an exception," said University of Ottawa professor Michael Geist.
"At the end of the day once you've exempted all those various groups, many are left to wonder who's left."
The CRTC said the list is working, but some things like international calls are out of their control.
"Telemarketers? Probably between five and ten (calls) a day," said Paul Buchan. "It's annoying because it interrupts my business."
The CRTC said they've issued about $2 million in fines for companies that call people on the list.
They said they need at least one complaint a day about a company before they'll fine them.
